Your right the exposed bait rule is because of rapters and eagles.I think they have caught 1 or 2 in the last twenty or thirty something years in the whole state of Maine.

Too many rules and regulations on everything. Heck, when I was a kid, we use to shoot armadillos in the cow pastures, pile them up, and set the traps around them just for buzzards. You won't do that too many times for those stinking things. Just something to do in the '60's. Yeah, you could catch bald eagles, as they can be as bad as buzzards. Kinda like the "turtle excluders" they were going to make Nutoy and I use on our shrimp trawls. We got out od that before the rules hit the smaller boats.

Hey Nutoy, the bald eagles are back in Orangefield this year.
